In order to prevent the complete collapse and destruction of social services, all other countries that have implemented affirmative action in the past have attached so called "sunset clauses" to the policies i.e. You have X years years to get yourselves up to speed, and then its back to "most capable/qualified gets the job... I take they are still disadvantaged in SA then... ?!?
