i can answer ur this question as i have dig thru some rules
well u dont need to pass dgca tech exam if u have done ur training from abroad but in that case u have to get the pass result of the same tech exam from the same contracting state
also this result along with ca40a forms shud be sealed in an envelope and shud be directly sent to dgca by the training organistaion
