Thats not true, few Private operators hold an AOC as your not flying for a commercial purpose, your flying a private non-commercial aircraft for a company or a specific owner.
Lots of N reg stuff in Saudi, Bahrain and the UAE. The middle eastern market is still relativley buoyant in comparison to Europe so count yourself lucky!
