I believe (though I cant find it anywhere now) that the NAA of any country can refuse to issue a licence to those whom it considers unworthy of the qualification. It is their licence to govern and it is their Licence to invalidate at their will.
Such persons may be, but may not be limited to, previous licence holders who have had their licences withdrawn for technical misdemeanors or for disclosed criminal acts.
There may be other reasons too...
