Grounds of rejection are based on the wording in one of the circulars

"the aircraft should be registered and available in India"

Even though BE-76 is registered it is not available as its Airworthiness Certificate has not been renewed since long.

Point to be noted, DGCA has been issuing BE-76 endorsements all this while by neglecting the proper wording, and suddenly someone thought lets go by the book.
