It was the US Navy that coined the phrase as a means of demeaning the Coast Guard. I don’t know when the phrase was originally used but by the time I went in (1947) I was aware of the term. Incidentally, on one ship that I served on we had a black dog named “Hooligan”. We were based immediately adjacent to a US Navy PC and they pitched a big party and we were invited. To get back at the Navy one of the crews’ wives created a set of dress blues for the dog. His nails were painted red and ba**s were painted gold. Hooligan accompanied the crew to the party. We thought it was funny but it caused a stir with the Navy officers aboard the PC. Our skipper also thought it was funny.
