This is the first time I hear track need to be 45 degrees after take-off .Then to keep 45 degrees track divergance do you issue the heading or track ?

I do not know why not issue the TRACK clearance ? Normally all the aircraft can fly track ,why let controllers correct the heading again and again ?
Is there any regulation that controllers can only issue heading not track?
