yes...you are quite right that its not up to SIA to decide if they recongise the licence...its CAAS...things might have change already...its better to check with CAAS...they will be able to provide the correct answer...
i known of people that has join before 26...due to drop out from flight training from RSAF...
its also true that having a flying licence doesnt give you any advantage to the selection process...
