I'm looking for someone to enlighten me on Singapore's speed control for arriving aircraft. The area chart states that arriving aircraft shall maintain 250kts at or below 10,000' in the WSSS TCA or when within 40nm of Changi airport. Then on the PASPU 1A STAR there is further speed control noted of 250kts at or above 6000' at POSUB which is much closer to the field than 40nm. Now is it purely redundancy (retentiveness) placing the
250kts/6000A assuming that at POSUB you are already doing 250kts or is this hinting towards something else? Perhaps the 'within 40nm Changi airport' is actually being within
40nm of landing at Changi Airport. Thanks to whomever can help with this convoluted question.
