Multiple parallel runway departure separation

I have posted a thread about weather minima about multipl runway indepedent parallel departure , the rule about that is :
Doc 4444, 6.7.2.2
REQUIREMENTS AND PROCEDURES FOR INDEPENDENT PARALLEL DEPARTURES

Independent IFR departures may be conducted from parallel runways provided:
a) the runway centre lines are spaced by the distance specified in Annex 14, Volume I;
b) the departure tracks diverge by at least 15 degrees immediately after take-off;
c) suitable surveillance radar capable of identification of the aircraft within 2 km (1.0 NM) from the end of the
runway is available; and
d) ATS operational procedures ensure that the required track divergence is achieved.

BeiJing airport has 3 parallel runway now ,36L/R and 01 ,we normally let aircraft dep from 36L heading 330 and 36R heading 360 ,01 heading 030
,if there is a strong west wind ,36R departure aircraft may drift to east a lot ,that will affect departure aircrafts from 01,if wind is strong enough ,aircraft will drift to upwind of 01 ,that is not safe .
As previous thread ,I am adviced that we should issue headings for 36R departure aircraft ,like heading 340 or 350 etc.Now here is my question ,wind is changing all the time ,how can we ensure they have enough separation?
Like I issued heading 350 for 36R dep aircraft ,it may seems like a fly track 360 ,but when aircraft flys for one minutes ,the layer it stays may not have that strong wind as lower layer ,it may go to closer to 36L ,that means controllers need to give headings all the time ,don't you think that is a little bit complicated ?
Or has any place give flight TRACK after departure to keep safe?
If 36R departure aircraft heading 360 and drift to 01 upwind due to cross wind ,and there is an aircraft take-off from 01 ,turning right heading 015 at
this time ,no lateral separation, no vertical separation ,is that still a right separation because it has a 15 degree divergance ?
