Excessive / infeasible airfield security measures is one of them. The EASA anti-N-reg proposals (stripping thousands of pilots of IFR privileges) are another. The abolition of the IMC Rating is another...

I think the best way to look at this stuff is to weigh up the administrative / implementation difficulty against the political payoffs of implementation (which are often nil) and the political fallout of implementation (which are often significant).

Most such proposals don't get implemented (though they might run a suprisingly long way, because it is very hard to drop them without loss of face, and it takes time to develop an exit strategy which meets this fairly basic human requirement) but they do frighten a lot of people and galvanise a lot of debate - because one can never be quite 100% sure they won't actually do it.
