Chris Grayling lives in Rookery Hill, Ashtead and I do not believe that there are any GA issues affecting him. There is a strip at Malden Rushett but it is very little used these days and is anyway far enough from his home that he would be unaware that any users come from there.
Ashtead does suffer somewhat from being just outside the LHR zone, in the BIG-OCK corridor, so it does get quite a bit of noise from transiting GA, both fixed and rotary, but much of the traffic will be from the nearby licenced fields, Farnborough, Biggin, Fairoaks, Redhill and Blackbushe and I am sure that Chris will not be responding to that.
No, I imagine that he is responding to political pressure related to perceived terrorism threats.
