No, throttle isn't needed in a balanced turn, but it is in a level balanced turn. A level balanced turn is rather difficult in a glider unless there is lift from some other source?? In which case you would be unscrewed.
Attitude can control speed, but not level flight. I had a glider once, a K6E, it would only fly downhill
