If, as PAX, I encountered a door marked: STAFF and AUTHORISED PERSONNEL ONLY. I would not go in. I can understand that if the whole rest cabin was unavailable that some kind of compensation would be due but I muse that, if a broken lock can trigger such a penalty, human nature will be not far away.
