jacobus, I agree with Steve, why do you need ethernet cable?
Unless the re-enforcement in the concrete is blocking your signal, install a 2nd Airport extreme or express on the other floor to extend your network. The price of the 2nd wireless device should be cheaper than the cost of a contractor to install cable in your walls.
