The UK Border Agency Customer Charter (May 2009) does state:
"At the UK Border we intend that;
95% of British, European Economic Area and Swiss passengers should wait no longer than 25 minutes"
I guess you may have been part of the unlucky 5% 
I must admit I have never seen queues that long for passport control. Was there a rush on? (A rush at BOH is more than one flight departing ... per day)
