My understanding is that the Air Navigation Service Provider, NATS Southampton, changed their policy for provision of service outside controlled airspace, preventing the routine leaving of it, as used to happen. Controllers now have to keep aircraft within controlled airspace, requiring that inbounds from the north have to stay at or above FL70 until 12 DME SAM.
