Thats definitely not the case. Inbound SOU I'm handed off to Solent from TC /SW descending FL80, often in the vicinity of CPT, plenty of time to get the height off for a straight-in on 20. No way does that happen, due to R41 base level FL65 until it joins the Solent CTA at about 12 DME. Solent then have to give us the hours building "Winchester orbit" after 12 DME to get the height off to establish on the ILS.
