PC2e most certainly does not mean "with exposure period", in fact quite the opposite! The NPA you refer to was incorporated in JAR OPS-3 Amdt 5, and if you re-read it you will see that in essence what PC2e tries to achieve is a quasi - PC1, whilst recognising that a full PC1 guarantee is not possible in the offshore environment.
