I believe they don't care where you are from as long as you have chilean commercial license with instrument rating.
I have FAA ATP, so I spent almost a month and 1,000,000.00 pesos to get my chilean rating.
I don't know what to tell you brother, spend the money and get yet another license or try LAN Peru or Argentina.
