From what you have said " it only works on turbines" I think you may be under the misconception that a NOTAR is driven by exhaust gas - it isnt and would work with any engine type (in theory) , as basically it is ashrouded fan driven just like any tail rotor , from the main gearbox . it does have a tail rotor of sorts,
its just hidden in the tail boom , it also use the vertical fins as rudders in fwd flight and coanda effect in the hover from slits along the tail boom , it also has a rotating bucket at the end of the tailboom to direct air from the boom for direction control in the hover.
