differences between a tailplane of a 737 and a seneca

Could someone explain to me the differences between the tailplane of a 737 with the stabilator of a seneca ??

I remember from my seneca training the the tailplane was all movable with what I think was a anti servo tab

From my understanding of the 737 it also is all movable but has a balance tab

Im looking at the picture of the tailplane on the 737 technical site
The Boeing 737 Technical Site

and I dont really understand which part is which. Are the balance tabs the small control surface located near the fin or the larger control surface on the trailing edge
