Yes, restricted Fi's can teach on MPL.
But only in the Core Flying Skills Phase and provided that they have completed 500 hours flight time including 200 hours flight instruction [JAR-FCL 1.330(g)(2)] and have successfully completed an approved MPL(A) Instructors Training Course [JAR-FCL 1.310(d)(1)(iii)]
