How come so many pilots get to the level of experience of an IR and still don't know how to fill in a logbook?

I didn't really ask how to fill in a logbook, it was a specific question which wheelbraces helpful post shows there's a couple of answers to. I had an idea it went in as PIC but wanted to be certain as I'm away finishing off my hour building at the moment. Just being careful as you suggested in a later post.
