B767 Technical

Can anyone help with the following query please.

All thing being equal, the MTOW run required for a B762 is 5,600 ft (1,710 m). Cork has 7,000 ft (2,133 m) at it's disposal. Does this make for a safe service? I remember as a kid on UK flights aircraft that seemed to start their roll with Engines fully powered (i.e. breaks applied/released) - does this procedure still occur and is it intended to compensate for lack of runway length?
