As far as I can see ADP usually works with the private or public
owners of regional airports as partners.
I suppose its just possible that with an Election coming up, Coventry Council is prepared to cough up some money to entice ADP to nominally take over the Airport but with the Council holding a stake as a sweetener.
It would account for the suggestion that Coventry Council are withdrawing from the West Midlands group of Local Authorities because even Birmingham Council wouldn't stand for Coventry to have a stake in CVT yet still have a say in running BHX.
Of course on the other hand, perhaps ADP has got Easyjet ready to come in now they've pulled out of EMA.
