Perhaps the lessons from Milan are more relevant.
Tenerife wasn't a runway incursion,it was taking off without clearance.Both aircraft were on the runway with the knowledge of the controller.
In single runway CLK days if you used the phraseology ''Be ready immediate'' to some nameless Chinese airlines,they would roll anyway
.I had several that took off without clearance,and it was easier to let it go,because the lander was just vacating.Tenerife several times over.
Perhaps this should be a lesson to everyone,that incidents/accidents can happen when all the factors line up and to anyone.
