Common sense dictates that he wouldn't have used the brake; I think this is what the report said and meant, it certainly seemed that he used good airmanship because the outcome was a good one - i.e. it stayed on the tyres.

Just like ditching drill, shutting down on a slippery surface - you wouldn't use the rotor brake in any situation where the aircraft may slip or shift.
