LCY is no longer first-come-first-served as it is level 3 slot controlled, so you have a more or less fixed place in the arrival order. The early streaming by speed is actually used to prevent prolonged holding vectors at low altitude by Thames Radar. Arrivals into Heathrow are streamed in a similar manner. There is no use in bitching about lower speeds at an earlier stage as the alternative is burning sh*tloads of fuel on the sightseeing trip over southeast England at 3-4000 feet...
