Gainsey, the Treasury only pays the insurance policy excess. The MOD remains responsible for the premium. In other words, everything that you would normally spend the cash on is not refunded. So Treasury would argue that extra Chinnies are not part of the war costs, neither is training of crews, use of fuel etc.
The MOD, OTOH, would counter that these are all extras!
