I may be a bit thick, but are the financial challenges made just a tad worse by constantly being sent to various wars?
I don't seem to remember 'all departments' having this challenge. Is it just me, or is it obvious that if we were not constantly overseas, then we would be saving some money, and numbers would not need to be cut?
