EASA Part 66 Exams, Validity Period

From the CAA website:


"A candidate must complete all required written and/or oral examinations within 5 years of their first pass"

Can you complete your exams within 5 years and then apply for you licence in say year 6 or must you apply within the 5 year period? The ELGD does not seem to give a definitive answer.
