VR is correct - you get cash if they do not show for an appointment within a certain timescale - they don't shout about it. Can't remember how you go about claiming, but you should be able to find out from the DHE Liaison Officer on Stn.
We experienced the same frustrations when we lived in quarters - was one of the reasons we moved out. In the last 2 months before moving out we had no heating and when we moved out it was still not fixed. We moved out in February so heating would have been nice.
I moved into a house that needed some rennovation and had no heating. Within 3 weeks we had sorted out a brand new heating system that keeps us toasty and I haven't had a problem with it in 2 years. In 2 years in the MQ, I had a heating engineer out at least 6 times.
