I was going to recommend Dropbox too: in the iPhone app, you can mark a file as "Favorite" - then it's stored locally, and can be read offline, not downloaded every time.
(If you decide to set up a free Dropbox account, I have a
referral link that gives me a little more space when it's used. The iPhone app is free too.)
