You may well be correct ... however ADA (and possibly FAS ?) have 2 designated examiners on staff to carry out tests .... if however you fail the live verbal you then end up in the system ... which can be punishing as some of our hispanic brothers have found .....
Having said that ... the necessity for a GOOD CLEAR command of the English language for the Abu Dhabi offshore environment has become a safety issue with so many aircraft now working the fields simultaneously I would not be surprised if at some time (soon) it will become Mandatory to have Level 6 English to get a job there!
