The CS.23 download should also include all the interpretative material which was missing from the free/downloadable copies of JAR-23.
The best additional sources of interpretative material are the old BCAR Section K (only available in hard copy from UK-CAA) and the various FAA ACs which are generally found somewhere on the net.
