The link points to the governments "Smarter Government" paper which clearly says that there is a restriction to selling shares until the two centre strategy is complete.

I hadn't realised that the share position was protected until then and am a little suspicious of the statement. The timing looks a bit convenient to me.
Incidentally, I think that this document was published on Monday - just as Sky News said it would be.
