David, there are two ways (the same way in two forms, really) - either copy and paste the words you want to quote, highlight them and then select the little icon above the reply window that looks like a beige square speech bubble.
Or start and end your quote text with [ quote] and [ /quote] respectively. (Without the space before the 'q')
If you want to be really cute, you can put the person that you are quoting's name in the code at the start, like this:
