I can only comment on my limited knowledge regarding GRSXL. To the best of my knowledge this aircraft is privatly owned and was not chartered. It was managed by Bluestream for the owners use.
I am guessing that the "previously unavailable" part relates to it remaining a privately operated aircraft, which may have recently become available for charter.
