ryanair.. hehe.. well after my FI i was told to wait for 3 weeks too.. and i was tentatively booked to travel in september..
but it seems that it hasnt been the case for me nor my friends.. 2 of my friends have been cleared recently, 1 has left for doha 2 days ago and the other one is leaving on saturday.. the rest of us are still waiting.. we had our FI in august.. other people here are in the same situation as me.. to be cleared in 3 weeks depends a lot on your luck, coordinator and medical report..
some people are cleared in the 3 weeks time frame.. others have to wait longer.. hope that answered your question
