Why do you think that the DG has appointed the ex UK CAA Group Director, Safety Regulation as his special advisor? Do you possibly think that it might be that he (the DG) is becoming aware of the limitations of the 'Gruesome Twosome" and may now also be aware that the unit is:
1. non ICAO compliant
2. About to be downgraded by the FAA.
