It is Emergency/Parking brake handle.
In case of losing both normal and alternate braking, forward part of its travel can be used to deliver metered hyd pressure to brake cylinders, same to both sides and without antiskid protection. Pulled fully backwards it acts as parking brake.
IIRC, there are no speedbrakes on Do-328 and ground spoilers are installed on jets only.
