The fact is,
VB were getting a lot of delays to the first flight of the day because guys were finding wheel and brake changes on the pre-flight. This was NOT, I can assure you, only on aircraft that had not had a Daily that night. So who is to blame?

Now that is a worry, rather than managing the problem by kicking the appropriate bum, the
vb solution removes the check. wow! So now you still have a defect and a first flight delay OR a method of ignoring maintenance by ignorance, which is it?
