Just my opinion: As a Westerner that doesn't speak the language. You don't want to live on the open market in JED.
Most places are not allowed to rent to Westerners because they lack the required security. Don't get me wrong here, I feel VERY safe in JED. The laws say that places housing Westerners do have to have security.
As Mutt said, it isn't even an option offered by SVA.
