Could be a lot of factors to consider.
1. Lots of cargo to and from their destinations
2. Low maintenance costs
3. Low crew costs
4. Tax free fuel or low priced fuel at that
5. Low operating costs
6. Expecting losses initially, introducing themselves to the market..... then jack it up once they have a fair share...
