I did some research recently, these companies are in the UK and do 15 hour CPL (SEP) and have availability of instructor/s and own aircraft (PA28R) to do the training. In no particular order...

JD-Aviation

The Flight Centre at Halfpenny Green : Private Pilot Training PPL : Commercial Pilot

Commerical Airline Pilot & Flight Training in Bristol, UK : Bristol Aviation

There are more companies (London/Scotland area) but I was looking at North/ Central England area.
