Passport Control, is run by by UK Border Control, and beyond the airports control. They can provide input into how many staff should be on duty, but this is ultimately the responsibility of UK Border Control. Similar problems occur at other UK airport
Quite correct. I flew into Heathrow at the end of May on a Friday evening, there were 3 staff checking UK citizens with about 700 people queueing & 12 staff checking non UK with only a queue of about 100. Was a total shambles.
