Anyone have any info if this can be done in USA as well? There is a test center in Lakeland, FL. Can these forms be submitted to UK CAA for that test center?
Yes you can use the Florida exam centre. But the application form is slightly different. The booking must be made through CAA International, which I believe is just a sub-set of the UK CAA. Do a search in the UK CAA website for details.

How about someone with an FAA ATPL & ICAO ATPL from West Africa with over 3500hrs on B737 and TR on both license.
Does that candidate for the JAA ATPL have to register with a school and write all 14 exams.
As long you have an ICAO ATPL with at least 1500 hours on multi-pilot aircraft you do not need to sign up with a school.

As I said in my previous post, go to the UK CAA website and search for JAR FCL 1.016(b). You will get a PDF with all the details.

You will of course need to do lots of preparation, because many of the questions are far from "real world stuff". You can do this by using one of the many on-line systems or interactive CDs. I produce one of these which is available directly from me or through most of the UK pilotshops.
