Is Jade management blind to the fact that lots of guys will be leaving if there is no way to upgrade?
It depends of course on company policy.
IF that policy for the First Officer is
gear up and shut up then that policy makes perfect sense.
OTOH, if experienced Commanders are available now, why bother to upgrade, especially if it is expensive...as it appears to be.
And lastly, hiring DEC's is
always less expensive overall.
