What makes you so sure that the extension will happen. There are 3 options, 1. refusal (which people seem to forget about) 2. Approval and 3 Public enquiry. Even if option 2 comes out of the planning system, the minister in charge can over-rule the decision. With most MLA's, Belfast City Council etc wanting a full public enquiry you may well find that the minister will go with a public enquiry. If he doesn't BFS will no doubt delay the process with a challenge which could lead to a judicial review.
